There’s one reason why Steve decided to pass the mantle to Sam.
That’s because Steve and Sam both share the same values and Steve knew Bucky is not the right person to take the shield because of all the bad things Bucky has done as the winter soldier.
Any of these characters should not be treated as a replacement. They by all standards their own person.
