This is how they put the scraper in those matchboxes you often see. Sometimes it's "painted" often times it's just pasted in the box, like this one. It's like some kind of rough paper when they paste it on the boxes.. These matches look pretty big! I think this is the standard on most countries but I've seen some before that has a smaller box.
