She is one of the Solar System's Sailor Guardians. Minako relocated to Japan to battle Dark Kingdom as Sailor V, and it wasn't until the very end of the Sailor Moon series that she was able to change into Sailor Venus, the genuine Sailor Senshi form.
For those who are unaware, Sailor V was her fictitious Sailor Senshi persona. While she was Sailor V, she never really changed into her Sailor Senshi form.
